XnView for U3
XnView is an image converter/viewer supporting more than 400 graphics formats. It includes the ability to cache thumbnails to a temp folder as opposed to some image viewers which insist on writing the cache file to every image folder that you access.
In addition, XnView supports batch processing or applying filters (eg. soften, then resize, then add frame etc.) XnView is also able to use Photoshop's 8bf plugins. Here are some of its useful features:
